i would handle it by making sure they were going to shoe some type of motivation or else they will have to suffer from a job loss because opf lack of intreast because it is not fair that soo many other people may be looking for jobs and there is someone that is just taking up space but i would give them a chance to correct the behavior and if they dont then they wilkl have to leave, I would use Democratic Leadership
